4. United States
Cosmetic products made available in the United States are subject to applicable U.S. cosmetic laws and regulations administered by the U.S. Food and Drug Administration.
Certain cosmetic facility registration and cosmetic product listing requirements may apply under the Modernization of Cosmetics Regulation Act of 2022, commonly known as MoCRA, subject to applicable responsibilities and exemptions.
Cosmetic facility registration or product listing with the FDA does not mean that the product has been approved, certified, recommended, or endorsed by the FDA.
Most cosmetic products and cosmetic ingredients are not subject to FDA premarket approval. Certain color additives may require approval for their intended use. FOROSECARE does not describe a cosmetic product as “FDA approved” unless that statement is legally accurate and specifically applicable.
5. European Union
Before an applicable cosmetic product is placed on the European Union market, the responsible person may be required to complete the relevant safety, product information, labeling, and notification procedures under European Union cosmetics requirements.
Applicable cosmetic products are generally notified through the Cosmetic Products Notification Portal, commonly known as CPNP.
A CPNP notification is an administrative notification and does not mean that the European Commission or another authority has approved, certified, guaranteed, or endorsed the product.
6. Great Britain
Before an applicable cosmetic product is made available to consumers in Great Britain, the responsible person may be required to complete the relevant safety, labeling, product information, and notification procedures.
Applicable cosmetic products are generally notified through the Submit Cosmetic Product Notifications service, commonly known as SCPN.
An SCPN submission does not mean that the product has been approved, certified, guaranteed, or endorsed by the Office for Product Safety and Standards or another government authority.
7. Canada
Cosmetic products sold in Canada must comply with applicable requirements under Canadian law, including relevant safety, ingredient, labeling, and notification requirements.
Manufacturers and importers may be required to submit a Cosmetic Notification Form to Health Canada within the applicable period after a cosmetic product is first sold in Canada.
Submission of a Cosmetic Notification Form or issuance of a Cosmetic Number does not mean that Health Canada has approved, certified, guaranteed, or endorsed the product.
8. Australia
In Australia, the importation or manufacture of industrial chemical ingredients used in cosmetics may be subject to requirements administered through the Australian Industrial Chemicals Introduction Scheme, commonly known as AICIS.
Depending on the business, ingredients, product classification, and activities involved, registration, categorization, reporting, recordkeeping, or other requirements may apply.
A product that contains certain ingredients, is administered in a particular way, or is promoted using therapeutic claims may be classified differently and may be subject to requirements administered by the Therapeutic Goods Administration.

A product notification, registration, listing, submission, reference number, safety document, laboratory report, or compliance record should not be interpreted as evidence that a government authority has medically approved, independently tested, recommended, certified, guaranteed, or endorsed the product.
